बढ़ती गर्मी के कारण स्कूलों के समय में हुआ बदलाव, भोपाल कलेक्टर ने किया आदेश जारी

भोपाल। गर्मी के प्रकोप के चलते भोपाल में स्कूल लगने के समय में बदलाव किया गया है। भोपाल कलेक्टर द्वारा इस संबंध में आदेश भी जारी कर दिया गया है। आदेश के मुताबिक अब भोपाल में सभी स्कूल सुबह 7 बजे से दोपहर 12:30 बजे तक लगेंगे। लेकिन इस दौरान मूल्यांकन का कार्य लगातार जारी रहेगा जिससे रिजल्ट समय पर जारी किया जा सके।

अप्रैल में स्कूलों के संचालन का उद्देश्य यह होता है कि बच्चों का 10 से 30 फीसदी सिलेबल पूरा करवाया जा सके और उन्हें छुट्टियों के लिए होम वर्क दिया जा सके, ताकि बच्चे गर्मी की छुट्टियों में पढ़ाई कर के आने वाले सत्र के लिए पहले से तैयार रहें। छुट्टियों में पढ़ाई से दूरी न रहे इसलिए भी होम वर्क देना बच्चों के लिए अच्छा निर्णय साबित होता है।

बच्चों के हिसाब से गर्मी काफी बढ़ने लगी है। ऐसे में उनकी सेहत को किसी तरह का नुकसान न हो इसलिए प्रशासन द्वारा ये कदम उठाया गया है। इसलिए स्कूलों के समय में बदलाव किया गया है, ताकि बच्चों का स्वास्थ्य भी ठीक रहे और पढ़ाई का नुकसान भी न हो।
इस समय स्कूलों में बोर्ड परीक्षा की कॉपियों का मूल्यांकन कार्य किया जा रहा है। इसके बाद ही रिजल्ट घोषित किया जाएगा।

भोपाल। मध्यप्रदेश के शासकीय विद्यालयों में इस सत्र में प्राथमिक शिक्षकों की भर्ती प्रक्रिया पूरी होनी थी। राज्य शासन की ओर से जनवरी में घोषणा की गई थी कि 28 फरवरी से प्राथमिक शिक्षक भर्ती प्रक्रिया के लिए विज्ञापन जारी किया जाएगा। घोषणा को डेढ़ माह बीतने के बाद भी अब तक विज्ञापन जारी नहीं हुआ है।

प्राथमिक शिक्षक के 7500 नए पदों के लिए पिछले साल स्कूल शिक्षा विभाग द्वारा 26 नवंबर को आदेश जारी किया गया था, लेकिन 18,527 पदों की भर्ती प्रक्रिया के तहत नियुक्ति प्रक्रिया चलने के कारण अन्य नई भर्तियां शुरू नहीं की जा सकीं थी, जबकि यह भर्ती 28 फरवरी 2023 से शुरू हो जानी थीं। आदेश के अनुसार अकादमिक सत्र 2023-24 के लिए विभाग द्वारा पदों का विस्तृत विवरण, नियम,निर्देश, प्रक्रिया, आरक्षण आदि की जानकारी एमपी आनलाइन पोर्टल पर 28 फरवरी से उपलब्ध होनी थी, लेकिन अब तक नहीं हुई।

मध्यप्रदेश में प्राथमिक शिक्षकों के एक लाख से भी अधिक पद खाली हैं। इसके बावजूद भी सिर्फ 7500 पदों पर भर्ती करने के आदेश जारी किए गए हैं। वहीं अब अभ्यर्थियों ने 51 हजार पदों पर भर्ती करने की मांग की है। अभ्यर्थियों का कहना है कि वर्तमान में प्राथमिक शिक्षक पात्रता परीक्षा 2020 के तहत 18,527 पदों की भर्ती प्रक्रिया जारी है।

इसके बाद होने वाली आगामी भर्तियों के लिए पात्रता परीक्षा उत्तीर्ण कर चुके अभ्यर्थियों को एक और चयन परीक्षा से गुजरना होगा। इसके बावजूद भी करीब 82 हजार प्राथमिक शिक्षकों के पद खाली रह जाएंगे।खाली पदों को लेकर अभ्यर्थियों की मांग है कि अधिक पदों पर भर्ती की जाए। वहीं 7500 पदों पर होने वाली भर्तियों के लिए अब तक कोई शेड्यूल भी जारी नहीं किया गया है।

भोपाल। मध्यप्रदेश में मदरसों को लेकर सरकार अब सख्त कदम उठाने जा रही है। बुधवार को हुई कानून व्यवस्था की बैठक में प्रदेश के मुख्यमंत्री शिवराज सिंह चौहान ने बताया है कि कट्टरता का पाठ पढ़ाने वाले संस्थानों और अवैध मदरसों का अब सरकार रिव्यु कराएगी। एमपी में कट्टरता और आंतकवाद को बर्दाश्त नहीं किया जाएगा। सीएम ने अधिकारियों को सोशल मीडिया पर नजर रखने को कहा है।

दरअसल सीएम शिवराज ने प्रदेश में कानून-व्यवस्था को लेकर बड़ी बैठक की। इस दौरान बेहतर रूप से काम करने वाले पुलिसकर्मियों और अधिकारियों को बधाई दी। वहीं कट्टरता का पाठ पढ़ाने वाले अवैध मदरसों और संस्थानों पर कड़ी कार्रवाई के निर्देश भी दिए। सीएम ने कहा कि मुझे मध्यप्रदेश पुलिस पर गर्व है। पुलिस ने पिछले दिनों अच्छा काम किया है। बालाघाट में नक्सलवादियों से निपटने में पुलिस भी भागीदारी काबिल-ए-तारीफ रही है।

बुरहानपुर के नेपानगर में अतिक्रमण हटाने के दौरान पुलिस का काम सराहनीय था। मुख्यमंत्री ने यह भी निर्देश दिए कि इस तरह की समस्याओं को मूल रूप से खत्म करना होगा। पिछले दिनों पुलिस की मुस्तैदी की वजह से त्योहार शांतिपूर्वक संपन्न हुए। नई शराब नीति के तहत अहाते बंद हो गए हैं, और अब असामाजिक तत्व सार्वजनिक जगहों पर शराब न पिएं, इस पर नजर रखने के आदेश दिए।

मुख्यमंत्री के अवैध मदरसों पर दिए बयान को लेकर कांग्रेस मीडिया विभाग के उपाध्यक्ष अब्बास हफीज ने पलटवार किया है। उन्होंने कहा कि जब 20 साल सत्ता में रहने के बाद स्वास्थ्य, शिक्षा, रोज़गार, महगाई जैसे मुद्दों पर सरकार फेल हो जाए तो चुनाव जीतने के लिए हिंदू-मुस्लिम के सिवा कोई फॉर्मूला नहीं रह जाता है। मध्यप्रदेश मरदसा बोर्ड को पिछले 15 साल में अपंग करने वाले मुख्यमंत्री आज मदरसे की बात कर रहे हैं। आज प्रदेश में मदरसा बोर्ड पूरी तरह बंद पड़ा है।

Every MP govt school to have Maa ki Bagia: CM Chouhan

BHOPAL: Chief Minister Shivraj Singh Chouhan has said all government schools will have Maa Ki Bagia (kitchen garden) for growing seasonal vegetables. The motto of kitchen gardens are to provide fresh vegetables to students, he said. Chouhan made the above remark at Minto Hall on Thursday, when he virtually inaugurated 2,500 kitchen sheds and 7,100 kitchen gardens.

At the virtual function, he also spoke to some women of self-help groups who prepare mid-day meal in schools. The cook of a primary school at Fanda in Bhopal Sunita Maran said that she had named the kitchen garden of her school as ‘Ma Ki Bagia.’ Chouhan said that he had agreed about the name and that he would christen the kitchen garden of his residence as ‘Ma Ki Bagia.’

He said kitchen garden would be set up in every government school under MNREGA. If there is lack of space in any school for it, garden can be set up in any other area in the village where the institution is located, he said. He also appealed to school authorities to take cooperation of students to maintain cleanliness in schools and kitchen gardens.

Chief Minister Shivraj Singh Chouhan said that the students used to sweep the floor of their schools earlier to maintain cleanliness. He said he, too, would have the clean the floor of his school, as one should not be ashamed of doing the work of one’s own school.

The Chief Minister further said that food should be nutritious, seasonal and frugal to maintain health. The aim of setting up kitchen gardens in schools is to provide fresh vegetables to students, he added.

खास बातें :

केवल 12वीं क्‍लास में होगा बोर्ड, MPhil होगा बंद, कॉलेज की डिग्री 4 साल की। 10वीं बोर्ड खत्‍म, MPhil भी होगा बंद,अब 5वीं तक के छात्रों को मातृ भाषा, स्थानीय भाषा और राष्ट्र भाषा में ही पढ़ाया जाएगा। बाकी विषय चाहे वो अंग्रेजी ही क्यों न हो, एक सब्जेक्ट के तौर पर पढ़ाया जाएगा। अब सिर्फ 12वींं में बोर्ड की परीक्षा देनी होगी। जबकि इससे पहले 10वी बोर्ड की परीक्षा देना अनिवार्य होता था, जो अब नहीं होगा। वहीं कॉलेज की डिग्री 3 और 4 साल की होगी. यानि कि ग्रेजुएशन के पहले साल पर सर्टिफिकेट, दूसरे साल पर डिप्‍लोमा, तीसरे साल में डिग्री मिलेगी।

9वींं से 12वींं क्लास तक सेमेस्टर में परीक्षा होगी । स्कूली शिक्षा को 5+3+3+4 फॉर्मूले के तहत पढ़ाया जाएगा। 3 साल की डिग्री उन छात्रों के लिए है जिन्हें हायर एजुकेशन नहीं लेना है। वहीं हायर एजुकेशन करने वाले छात्रों को 4 साल की डिग्री करनी होगी।4 साल की डिग्री करने वाले स्‍टूडेंट्स एक साल में MA कर सकेंगे.अब स्‍टूडेंट्स को MPhil नहीं करना होगा। बल्कि MA के छात्र अब सीधे PHD कर सकेंगे।

स्‍टूडेंट्स बीच में कर सकेंगे दूसरे कोर्स. हायर एजुकेशन में 2035 तक ग्रॉस एनरोलमेंट रेशियो 50 फीसदी हो जाएगा। वहीं नई शिक्षा नीति के तहत कोई छात्र एक कोर्स के बीच में अगर कोई दूसरा कोर्स करना चाहे तो पहले कोर्स से सीमित समय के लिए ब्रेक लेकर वो दूसरा कोर्स कर सकता है । हायर एजुकेशन में भी कई सुधार किए गए हैं। सुधारों में ग्रेडेड अकेडमिक, ऐडमिनिस्ट्रेटिव और फाइनेंशियल ऑटोनॉमी आदि शामिल हैं। इसके अलावा क्षेत्रीय भाषाओं में ई-कोर्स शुरू किए जाएंगे।वर्चुअल लैब्स विकसित किए जाएंगे।एक नैशनल एजुकेशनल साइंटफिक फोरम (NETF) शुरू किया जाएगा. बता दें कि देश में 45 हजार कॉलेज हैं।

विश्वविद्यालयों द्वारा कोरोना वायरस के चलते परीक्षाओं पर रोक लगाने का अंतरिम आदेश देने से सुप्रीम कोर्ट ने मना कर दिया है। कोर्ट में दायर एक याचिका में यूजीसी के उस गाइडलाइन को चुनौती दी गई है, जिसमें विश्वविद्यालयों से 30 सितंबर तक अंतिम वर्ष के परीक्षा का आयोजन कर लेने को कहा गया है।
कोर्ट ने मामले पर सुनवाई 10 अगस्त तक के लिए टालते हुए केंद्रीय गृह मंत्रालय से मसले पर अपना रुख स्पष्ट करने को कहा। साथ ही, महाराष्ट्र में राज्य डिज़ाइनर मैनेजमेंट कमेटी की तरफ से जारी किए गए आदेश की कॉपी भी रिकॉर्ड पर रखे जाने के लिए कहा।

दरअसल कई छात्र, अध्यापक, सामाजिक और राजनैतिक संगठनों ने सुप्रीम कोर्ट में याचिका दायर कर कहा है कि देश में कोरोना के मद्देनजर यूजीसी के निर्देश गलत हैं। अभी परीक्षा कराने से छात्रों के स्वास्थ्य को गंभीर खतरा हो सकता है। जिस तरह से सीबीएसई की परीक्षा में एवरेज मार्किंग के जरिए रिजल्ट घोषित करने का आदेश दिया गया था, वैसा ही इस मामले में हो।

पिछली सुनवाई में सुप्रीम कोर्ट ने इन याचिकाओं पर यूजीसी से जवाब देने को कहा था। यूजीसी ने कोर्ट में हलफनामा दाखिल कर कहा है कि अंतिम वर्ष की परीक्षा के आयोजन का फैसला छात्रों के हित में ही लिया गया है। छात्रों को ऑनलाइन और ऑफलाइन परीक्षा का विकल्प दिया जा रहा है। उनके स्वास्थ्य को बिना किसी खतरे में डाले परीक्षा ली जाएगी।

सुनवाई के दौरान सिंघवी ने यह दलील भी दी कि कई विश्वविद्यालय ऑनलाइन परीक्षा कराने में सक्षम नहीं है। उनके पास इतनी सुविधा नहीं है। इस पर कोर्ट ने कहा कि छात्रों को ऑफलाइन परीक्षा का भी विकल्प दिया जाएगा। सिंघवी का जवाब था, “स्थानीय हालात और बीमारी के चलते कई लोग ऑफलाइन परीक्षा भी नहीं दे पाएंगे। यूजीसी का हलफनामा कहता है कि उन्हें बाद में परीक्षा देने का मौका मिलेगा। लेकिन इन सभी बातों से सिर्फ भ्रम बढ़ेगा। बेहतर हो कि परीक्षा को रदद् ही कर दिया जाए।”

Two Engineering colleges in Bangalore closed due to lack of funds

Engineering education in India is reaching abyss. Two engineering colleges, Yellamma Dasappa Institute of Technology and Sri Vidya Vinayaka Institute of Technology, were forced to shut due to insufficient funds. Over 200 students were re-allotted seats in other institutes affiliated with Visvesvaraya Technological University (VTU).

A notification by the Visvesvaraya Technological University (VTU) stated that students who were eligible as well as those who had not cleared their exams for higher semesters have been allotted seats. Even if students have backlog papers, they can attend classes in the allotted colleges.

The process was carried out by a committee which was formed by the university. The students will have to pay the same fees that they had agreed to at the time of being granted admission.

VTU Vice Chancellor Dr. Karisiddappa said that, henceforth, no admission will be made to the two colleges for the 2019-20 academic year either through the Karnataka Examinations Authority (KEA) or Consortium of Medical, Engineering and Dental Colleges of Karnataka (COMEDK).

M.K. Panduranga Setty, president of the Karnataka Unaided Private Engineering Colleges’ Association, said that many other engineering colleges are suffering and finding it difficult to sustain themselves. “Many colleges have less than 30% intake and are unable to pay salaries to their staff,” he said. Several managements are looking for potential clients to sell their colleges as they are no longer profitable.

H.U. Talwar, Director, Department of Technical Education, said that Karnataka has 207 engineering colleges. The All Indian Council for Technical Education had sent closure notices to 800 engineering colleges across India where admissions were poor for five consecutive years, and had asked them to consider closing down the institutions.

New Education Policy Draft restructure the UG courses

The Committee set up by MHRD for framing new Education Policy has submitted it’s recommendation. Among the major changes, it suggests the renaming of the MHRD as Ministry of Education (MoE) and restructuring of Undergraduate courses.

The drafting committee, set up in 2017, led by the Chairman and eminent scientist K Kasturirangan submitted the draft report to the HRD Minister Dr Ramesh Pokhriyal and Minister of State for HRD, Sanjay Shamrao Dhotre on May 31 in the presence of R. Subrahmanyam, Secretary Department of Higher Education and Rina Ray, Secretary Department of School Education & Literacy and other senior officials of the Ministry.

The committee proposes a major reconfiguration of curricular and pedagogical structure at school level. It includes Early Childhood Care and Education (ECCE) as an integral part of school education. The Committee also recommends the extension of Right to Education Act 2009 to cover children of ages 3 to 18.

It suggests restructuring school curriculum and pedagogy in 5+3+3+4 design which is 5 years of foundational stage (pre-primary school, grade 1 and grade 2), 3 years of preparatory (grade 3, grade 4 and grade 5), 3 years of middle stage (grade 6, grade 7 and grade 8) and 4 years of high stage (grade 9, grade 10, grade 11 and grade 12).

The committee proposes for massive transformation in teacher education by shutting down sub-standard teacher education institutions and moving all teacher preparation or education programmes into large multidisciplinary universities/ colleges. The four-year integrated stage-specific BEd programme will eventually be the minimum degree qualification for teachers.

In higher education, a restructuring of higher education institutions with three types of higher education institutions is proposed: focused on world-class research and high-quality teaching, focused on high-quality teaching across disciplines with significant contribution to research, and high-quality teaching focused on undergraduate education. This will be driven by two missions — Mission Nalanda and Mission Takshashila.

A new apex body, Rashtriya Shiksha Ayog, is proposed to enable a holistic and integrated implementation of all educational initiatives and programmatic interventions and to coordinate efforts between the Centre and the states.

The National Research Foundation, an apex body is proposed for creating a strong research culture and building research capacity across higher education.

It has also recommended setting up three new national institutes for Pali, Persian, and Prakrit and an Indian Institute of Translation and Interpretation (IITI).

The MHRD has sought feedback from stakeholders on the draft report.

HRD min rolls out ‘digital boards’ without planning funds

In another, ‘expected’ decision, the government plans to replace all traditional boards with digital boards. They plan to replace seven lakh boards within three years. A noble cause but forgot to allocate any funds.

HRD minister Prakash Javadekar rolled out the scheme to equip five lakh classrooms of the higher secondary and senior secondary schools (classes IX to XII) of the government schools as well as two lakh classrooms of the public-funded higher education institutes.
While the ministry aims to cover nearly 1.5 lakh secondary and senior secondary schools under the scheme by 2022, the university grants commission (UGC) has proposed to cover 300 universities and 10,000 colleges under the scheme in three years, starting from 2019.
India has nearly 15 lakh schools across the country and close to 50,000 higher education institutions. About 10% of the schools and higher education institutions are already equipped with digital boards.

Finance Minister Arun Jaitley rolled the scheme in the last budget under ‘Operation Digital Board’ scheme. This scheme requires fund of 7000-10000 crores. The Finance Minister didn’t allocate or planned any funds.

When asked about the funds, Javadekar said not to worry and would soon plan the scheme properly. It is assumed that the funds could be made available for implementation of the ‘operation digital board’ in schools from Rs 36472.40 crore allocated to the school education department on the head of Samagra Shiksha Abhiyan (SSA).

The pedagogical improvement is the need of the hour. The problem is that the government again haphazardly revealed the scheme without planning from where these funds will come. This makes the scheme just an inflated bloat of election goodies.

जेपीएससी परीक्षा पर रोक लगाने से झारखंड हाइकोर्ट का इन्कार

झारखंड पब्लिक सर्विस कमीशन (जेपीएससी) की परीक्षा पर प्रदेश में हंगामा जारी है। विरोधी दलों के नेताओं ने सोमवार को विधानसभा में इस मुद्दे पर जमकर हंगामा करते हुए परीक्षा रद्द करने की मांग की। वहीं मामले पर फैसला सुनाते हुए झारखंड हाइकोर्ट ने परीक्षा पर रोक लगाने से इन्कार कर दिया है। विपक्षी दलों ने सदन के अंदर और बाहर जोपीएससी की परीक्षा रद्द करने की मांग की। हंगामे की वजह से सदन की कार्रवाई 12 बजे तक स्थगित करनी पड़ी। विपक्ष ने मांग की है कि जेपीएससी में हुई गड़बड़ी की जांच किसी बाहरी कमेटी से कराई जाए।

बता दें कि जेपीएससी के अभ्यर्थियों के विरोध के बीच आज से रांची के 57 केंद्रों पर जेपीएससी की परीक्षा शुरू हो गई है। सुरक्षा के मद्देनजर एक हजार से अधिक जवानों को परीक्षा केंद्रों के आसपास तैनात किया गया है। जिसमें 10 डीएसपी, 115 मजिस्ट्रेट सहित सभी केंद्रों के लिए स्पेशल आरपीएफ की टुकड़ी को तैनात किया गया है।

रांची के एसएसपी ने परीक्षा के लिए तैनात मजिस्ट्रेट और पुलिस अधिकारियों को संबोधित करते हुए कहा कि राजधानी के सभी परीक्षा केंद्रों पर सुरक्षा के कड़े इंतजाम किए गए हैं। किसी भी कीमत पर हंगामा और उपद्रव करने वालों को बख्शा नहीं जाएगा।
