Odd-Even rule back in Delhi for winters

Delhi Chief Minister Arvind Kejriwal has announced that the odd-even rule will be implemented in Delhi from 4th November to 15th November. The scheme is a part of the seven-point “Parali Pradushan” action that will be implemented in the state to curb pollution.

During the scheme, the vehicles will ply on the roads in odd-even numbers according to their registration numbers. While announcing the scheme, Mr. Kejriwal said-“ Studies have shown that Odd-Even has led to a reduction in pollution by 10 to 13 percent. Pollution is at its peak during this period due to stubble burning and Diwali firecrackers. The detail of its implementations and the exemptions will be announced in a few days.”

The scheme is a flagship of the AAP and was first implemented in the capital from January 1 st and 15th in 2016 and then from April 15-30. The penalty was announced to be ₹2000 and two-wheelers, women-driven vehicles, emergency, and police vehicles remained exempt.

The Parali Pradushan action plan also includes other components such as free distribution of N-95 masks, sprinkling of water, mechanical sweeping, free distribution of tree sampling and special plans for 12 pollution hotspots in the city.

‘Metro Man’ Sreedharan against AAP’s free rides for women, writes to PM

Delhi CM, Arvind Kejriwal, announced free rides for women in public transport. The decision was AAPs version of the solution of women safety in Delhi. It drew harsh criticism and many termed it as the freebies for the elections. ‘Metro man’, E. Sreedharan, is new to the list of haters. He has recently written a letter to the Prime Minister, Narendra Modi, against the decision.

In his letter to the Prime Minister on June 10, a copy of which was accessed by The Hindu Mr. Sreedharan wrote: “One shareholder cannot take a unilateral decision to give concession to one section of community and push Delhi Metro in to inefficiency and bankruptcy.”

Having been instrumental in setting up the Delhi Metro, Mr. Sreedharan stepped down as managing director in 2011. He wrote that he had decided not to intervene in the working of the Delhi Metro, but the Delhi government’s decision has forced him to come forward.

“Sir, when the first section of the Delhi Metro was to be opened, I had taken a firm and conscious decision that no one would be given any travel concession on Delhi Metro. This stand was taken to maximize revenues so that Metro fares could be kept low so as to be affordable to ordinary citizens and at the same time Metro would make sufficient operational surpluses to pay back the loans taken from JAICA,” Mr. Sreedharan wrote.

He recalled that the then Prime Minister Atal Bihari Vajpayee also bought a ticket for himself when he went to inaugurate the first section of the Metro on December 23, 2002.

“Now, if ladies are to be given free travel concession in Delhi Metro, it would set an alarming precendence to all other Metros in the country. The argument of Delhi Govt that the revenue losses would be reimbursed to DMRC is a poor solace. The amount involved in about 1,000 crores per annum today. This will go on increasing as the Metro network expands and with further fare hikes on the Metro,” he wrote.

The Kejriwal’s move of freebies has definitely back fired. He should have given a discount or a special metro pass to students instead. They are the ones who are needy and are neglected by the system.

Attack on Kejriwal Exposes the Laxity of Security in the Capital

Earlier, females in Delhi were unsafe. Now, even the Chief Minister of Delhi is not safe. After chili powder attack on Kejriwal, Delhi Police arrested a cleric with live bullet when he tried to enter Kejriwal’s house for Janata Darbar. 

“A man was arrested under The Arms Act after a live bullet was seized from him during checking when he went to visit CM Kejriwal yesterday morning. He was among the Muslim clerics who had gone to the CM with a request to increase the salary by Waqf Board,” Delhi Police said.

Delhi police said the cleric told police that he found the bullets in the donation of a mosque, kept it in his wallet and later forgot about it.

This is not the only incident which exposes the security of the Capital. Last week, Kejriwal was attacked by 40-year-old Anil Kumar Sharma with chilli powder when he stepped out of his office after a meeting at the Delhi Secretariat. Sharma was detained by the Delhi Police immediately after the attack.

AAP had claimed that Sharma was a BJP worker and had a history of hurling abuses on Kejriwal through his Facebook posts. Arvind Kejriwal asked Prime Minister Narendra Modi to resign if he cannot ensure the chief minister’s security. 

Unruly Capital

The laid-back nature towards law was proved during Diwali. Supreme Court bestowed sanctions about bursting crackers in NCR. People ridiculed the decision and did what they ‘felt’ was right. In the end, Delhi recorded the worst Air Quality. A mayhem for the residents as smog covered Delhi for days. 

The Delhites’ attitude towards law is visible in the National Crime Records Bureau’s data, which was released in December last year. Criminals in the capital are becoming more and more immune to the police and laws. In that report, Delhi recorded the highest crime against women rate of 160.4, almost treble the national average of 55.2.

A lot of Work is to be Done

Though the traffic rules are still stricter in Delhi than most of the cities in the country. But, still that is not enough. Security of a place is not only decided by the effectiveness of the Police but also by the citizens abiding the law. In Delhi, people escape by saying: jaanta h mera baap kaun h?  (Translation: Do You know who my father is? )
