Maharashtra’s Marathwada Region Suffers Drought- Dams affected
The water crisis is real with several states in India facing water shortage on a daily basis. This time it’s Marathwada region in the district of Maharashtra that is severely affected by drought, a data that is released by the irrigation department on Friday.
The storage in dams such as Manjara and Majalgaon in Beed, Siddheshwar in Hingoli, Lower Terna and Sina Kolegaon in Osmanabad, Lower Dudhna in Parbhani are still in dead storage due to scanty rainfall in the state.
Many dams have been affected out of which nine major and 800 medium and small irrigation projects in Marathwada. The report from the irrigation department states that the major projects in the region are in a slightly better position with 56.47 percent storage, compared to 30.49 percent last year.
The major projects in the region hold up to a total of 3828.65 million cubic meters (mcm) water whereas on the other hand, the scenario with medium size projects seems bleak. Medium projects in Marathwada have 317.19 mcm water, which is 21.06 percent of their total capacity. It was 24.25 percent last year.
“Excess use of water for sugarcane cultivation has always been the primary cause for the shortage every year. However, this time around, it is the scanty rainfall that has kept most of the projects dry,” water expert Purandare said.
राज ठाकरे ने चुनाव आयोग को लिखा पत्र, बैलट पेपर से हो महाराष्ट्र विधानसभा चुनाव
महाराष्ट्र नवनिर्माण सेना (मनसे) के प्रमुख राज ठाकरे ने आज चुनाव आयोग को पत्र लिखते हुए जनता के बीच एक बार फिर चुनाव प्रक्रिया में विश्वास बहाल करने के लिए सख्त कदम उठाने की मांग की।
चुनाव को भेजे ख़त में राज ठाकरे ने लिखा, पिछले कुछ वर्षों से देश में जिस तरह से चुनाव हो रहे है उससे जनता के बीच चुनाव प्रक्रिया को लेकर असंतोष पैदा हुआ है। ईवीएम को लेकर भी कई तरह के सवाल जनता के बीच शंका पैदा कर रहे है। हम आपसे अनुरोध करते हैं कि महाराष्ट्र में विधानसभा चुनाव करवाने के लिए बैलेट पेपर का इस्तेमाल किया जाए।
ज्ञात हो की कांग्रेस अध्यक्ष राहुल गाँधी ने भी कुछ दिनों पहले अपना इस्तीफ़ा सार्वजानिक करते समय चुनाव प्रक्रिया पर गंभीर सवाल उठाए थे। राहुल ने अपने ख़त में लिखा था कि देश की संवैधानिक संस्थाओं पर सरकार कब्ज़ा कर रही है। चुनाव प्रक्रिया पर सवाल उठाते हुए राहुल गाँधी ने कहा था की आने वाले समय में चुनाव सिर्फ औपचारिकता मात्र रह जाएँगे।
Maratha reservation passes the Bombay High Court Test
Bombay High Court upholds it’s decision on 16% Maratha community reservation. It recommended the reservation to be 12-13%.
A division bench of Justice Ranjit More and Bharati Dangre held the Socially Economically Backward Class Act but struck down the 16% reservation and said the reservation should be 12-13% as suggested by the Maharashtra State Backward Class Commission.
On November 29, 2018, the Maharashtra Assembly had passed the Maratha Reservation Bill on 16% quota in government jobs and education for the Marathas, declared a “socially and educationally backward class”. This raises the reservation in the State from to 68% from 52% and crosses the 50% ceiling set by the Supreme Court.
“This is a compelling, extraordinary situation demanding extraordinary solutions within the constitutional framework,” the draft Bill says, while suggesting “expedient” reservation for the Marathas.
In February, the bench had started hearing a bunch of petitions by the State government as well as those for and against the reservation. While deciding on the quota, the government had considered recommendations made by the Maharashtra State Backward Class Commission. The court reserved the judgment in April.

Lok Sabha elections 2019: First Phase Over; High Turn-out recorded in North-East
The dance of democracy begins. The first phase of poll is over. It covered total 91 constituencies across 20 states and Union Territories. Apart from that, voting is underway in 175 Assembly seats in Andhra Pradesh, 32 in Sikkim and 28 seats in Odisha. North East states like Nagaland and Meghalaya recorded turn-out more than 70% till 5PM. Let’s see what happened today.
Elections in Andhra Pradesh were, however, marred with violence with the cadres of TDP and YSRCP in different parts of the state. Reports said that there were at least 15 different incidents of clashes between the workers of these parties.
One worker from the ruling Telugu Desam Party and one from the YSR Congress were killed in a clash in a village in Tadipatri Assembly constituency in Anantapuram district.Besides clashes between the rival parties, the elections in Andhra Pradesh were also hampered by multiple reports of EVM malfunctions. Chief Minister Chandrababu Naidu alleged that 30 percent EVMs malfunctioned and sought re-polling at all the locations that reported glitches in the voting machines. State’s Chief Electoral Officer, however, denied that 30 percent of the EVMs had malfuncted. Naidu even shot off a letter to the Election Commission.
In Maharashtra, Naxalites attacked a police team returning after the close of polling in Atapalli in Gadchiroli. Three commandos of the police were injured in this attack. The injured were taken to Nagpur by air life. The Naxalites also fired on helicopters carrying the injured.
There was an incident in which a 91- year old Khajan Singh Saini was unable vote as his name was not in the voters’ list in Shahpur town, Muzaffarpur. Villagers in that village tell that there are more than 400 such people who are not in the voters’ list across 3 wards of Shahpur town only.
In Uttar Pradesh, voter turnout till 5:00 PM in Kairana was 60.3 percent, Meerut 60.5 percent and Bijnor 61.5 percent. In Meghalaya, 75% people came for voting whereas in Nagaland, that figure was 73% till 4 PM.
Phase 2 will be conducted on April 18. This phase will cover a total of 97 constituencies spread across 13 states.
लोकसभा चुनाव से पहले कांग्रेस में शामिल हुई उर्मिला मातोंडकर
बॉलीवुड अभिनेत्री उर्मिला मातोंडकर कांग्रेस पार्टी में शामिल हो गई हैं। कांग्रेस अध्यक्ष राहुल गांधी ने उर्मिला का पार्टी में स्वागत किया। उर्मिला ने दिल्ली में राहुल गांधी से मिलकर कांग्रेस की सदस्यता ली। ऐसी अटकलें लगाई जा रही हैं कि कांग्रेस उन्हें मुंबई नॉर्थ सीट से लोकसभा चुनाव 2019 के दंगल में उतार सकती है। हालांकि कांग्रेस और उर्मिला की ओर से इस बारे में कोई आधिकारिक बयान जारी नहीं किया गया है।
उर्मिला ने बयान करी करते हुए कहा कि “राहुल गांधी और कांग्रेस से जुड़े सभी लोगों का शुक्रिया जिन्होंने मेरा यहां इतना अच्छा स्वागत किया। ये दिन मेरे लिए बेहद महत्वपूर्ण है, क्योंकि मैं आज सक्रिय राजनीति में कदम रख रही हूं। दरअसल, बचपन से मेरी सोच महात्मा गांधी, पंडित जवाहर लाल नेहरू और सरदार वल्लभ भाई पटेल के विचारों से मेल खाती है। मेरी पूरी पर्सनालिटी इनके विचारों से काफी मिलती- जुलती है। इसलिए मैंने कांग्रेस में शामिल होने का निर्णय लिया है।”
पार्टी में शामिल होते ही उन्होंने मोदी सरकार पर हमला करना भी शुरू कर दिया। उन्होंने कहा कि संविधान पर कहीं न कहीं आज प्रहार हो रहा है। साथ ही उर्मिला ने यह भी साफ कर दिया कि वह कांग्रेस की विचारधारा से प्रभावित होकर राजनीति में आई हैं और कहीं जाने वाली नहीं हैं। वह लंबे समय तक राजनीति में रहेंगी।
बता दें कि मुंबई नॉर्थ सीट पर भारतीय जनता पार्टी और शिवसेना का दबदबा रहा है। इसलिए कांग्रेस को इस सीट के लिए हमेशा कड़ा मुकाबला करना पड़ा है। इस सीट से पिछली बार कांग्रेस के संजय निरूपम को भारी मतों के अंतर से हार का सामना करना पड़ा था। बताया जा रहा है कि ऐश्वर्या जोशी और शिल्पा शिंदे जैसी अभिनेत्रियों के नाम पर भी मुंबई नॉर्थ सीट के लिए चर्चा हुई, लेकिन पार्टी ने इन नामों को गंभीरता से नहीं लिया।
गौरतलब है कि मुंबई की 6 लोकसभा सीटों के लिए चौथे चरण में 29 अप्रैल को मतदान होगा। इसी दिन राज्य की 17 अन्य सीटों के लिए भी वोट डाले जाएंगे। यदि उर्मिला मातोंडर को उम्मीदवार बनाया जाता है तो उनका मुकाबला भारतीय जनता पार्टी के मौजूदा सांसद गोपाल शेट्टी से होगा।
गोविंद भी मुंबई नॉर्थ से लड़ चुके हैं चुनाव अभिनेता गोविंदा ने साल 2004 में पूर्व पेट्रोलियम मंत्री राम नाईक को मुंबई नॉर्थ से पराजित किया था। नाईक इस समय उत्तर प्रदेश के राज्यपाल हैं। नाईक को वर्ष 2009 में संजय निरूपम के हाथों फिर हार का सामना करना पड़ा था। लेकिन साल 2014 में मोदी लहर के दौरान गोपाल शेट्टी ने निरूपम को पराजित कर दिया। इसके बाद संजय निरूपम मुंबई नॉर्थ-वेस्ट सीट पर शिफ्ट हो गए, जहां उनकी अच्छी पकड़ है।
महाराष्ट्र: कांग्रेस और एनसीपी के बाच गठबंधन का फॉर्मुला तय, जानें किसको मिला कितनी सीटें
उत्तर प्रदेश के बाद देश में सबसे ज्यादा लोकसभा सीटों वाले राज्य महाराष्ट्र से कांग्रेस के किए खुशखबरी आ रही है । सूत्रों ते अनुसार महाराष्ट्र में कांग्रेस और एनसीपी के बीच गठबंधन का फॉर्मुला तय हो गया है। सूत्रों से मिली खबर के अनुसार कांग्रेस ने अपने पास 26 सीटें बरकरार रखी हैं, वहीं एनसीपी को 22 सीटें दी गई है। इसके साथ ही बताया गया कि गठबंधन में शामिल छोटी पार्टियों को कितनी सीटें दी जाएंगी समेत अन्य मुद्दों का जल्द ही समाधान निकला जाएगा। महाराष्ट्र में यूपी के बाद देश में सबसे ज्यादा 48 लोकसभा सीटें हैं। साल 2014 के लोकसभा चुनाव में इनमें से 41 पर एनडीए ने जीत दर्ज की थी, वहीं कांग्रेस-एनसीपी गठबंधन को केवल छह सीटें मिली थीं।
ज्ञात हो कि पिछले महीने एनसीपी अध्यक्ष शरद पवार ने कहा था कि आगामी लोकसभा में भाजपा के खिलाफ महाराष्ट्र में महागठबंधन के लिए कोशिश जारी हैं। उन्होंने कहा था, ‘हम आरएसएस से लगातार लड़ाई लड़ते रहेंगे। हम उनकी विचारधारा को नहीं मनाते, एक समान विचारधारा वाली पार्टियों को इससे लड़ने के लिए एक साथ आना चाहिए।’
महाराष्ट्र में लोकसभा चुनाव चार चरणों में होंगे। पहले चरण यानी 11 अप्रैल को विदर्भ क्षेत्र में मतदान होगा, जबकि मुंबई की सभी सीटों पर 29 अप्रैल को मतदान होगा। चुनाव आयोग ने रविवार को बताया कि आम चुनाव का कार्यक्रम सात चरणों में मुकम्मल होगा जिसका शंखनाद 11 अप्रैल से होगा। आयोग ने बताया कि पहले चरण का मतदान 11 अप्रैल, दूसरे का 18 अप्रैल, तीसरे का 23 अप्रैल, चौथे का 29 अप्रैल, पांचवें का छह मई, छठे का 12 मई और अंतिम यानी सातवें चरण का मतदान 19 मई को होगा। वहीं सभी चरणों के लिए मतगणना एक ही दिन 23 मई को होगी।
किस लोकसभा सीट पर कब होगी वोटिंग
महाराष्ट्र के विदर्भ क्षेत्र में आने वाली वर्धा, रामटेक, नागपुर, भंडारा गोंदिया, गढचिरौली-चिमौर, चंद्रपुर और यवतमाल-वाशिम सीटों पर 11 अप्रैल को मतदान होगा। वहीं बुलढाणा, अकोला, अमरावती,हिंगोली, नादेड़, परभणी, बीड, उस्मानाबाद, लातूर, सोलापुर सीटों पर दूसरे चरण यानी 18 अप्रैल को वोट डाले जाएंगे। इनमें से अधिकतर सीटें मराठवाड़ा क्षेत्र में पड़ती हैं। 23 अप्रैल को तीसरे चरण के तहत राज्य की कुल 14 लोकसभा सीटों पर वोट पड़ेंगे। इनमें जलगांव, रावेर, जलना, औरंगाबाद, रायगढ़, पुणे, बारामति, अहमदनगर, मढ़ा, सांगली, सतारा, रत्नागिरी-सिंधुदुर्ग, कोल्हापुर और हातकणंगले सीटें शामिल हैं। महाराष्ट्र में अंतिम चरण का मतदान 29 अप्रैल को होगा, जिसमें 17 सीटें आएंगी। इन लोकसभा सीटों में नंदुरबार, धुले, डिंडोरी, नासिक, पालघर, भिवंडी, कल्याण, ठाणे, मुंबई उत्तर, मुंबई उत्तर-पश्चिम, मुंबई उत्तर-मध्य, मुंबई दक्षिण-मध्य, मुंबई दक्षिण, मावल, शीरूर और शिरडी शामिल हैं।
महाराष्ट्र की इन लोकसभा सीटों पर होगी सबकी निगाहें
आम चुनाव में महाराष्ट्र की कम से कम तीन लोकसभा सीटों पर सबकी नजरें रहेंगी। इनमें से एक सीट पर राकांपा प्रमुख शरद पवार चुनाव लड़ेंगे। हालांकि, इससे पहले पवार ने चुनावी राजनीति से खुद को दूर रखने का फैसला किया था। चुनाव के दौरान मढ़ा, नागपुर तथा सोलापुर सीटों पर सभी की नजरें रहेंगी। शरद पवार के मढ़ा लोकसभा सीट से चुनाव लड़ने की उम्मीद है। फिलहाल इस सीट से पार्टी नेता विजय सिंह मोहिते पाटिल सांसद हैं। पवार फिलहाल राज्यसभा के सदस्य हैं। इससे पहले उन्होंने चुनाव नहीं लड़ने का ऐलान किया था, लेकिन हाल ही में उन्होंने अपना फैसला बदल लिया।
वहीं, नागपुर सीट पर भी सभी की नजरें टिकी हैं, जहां से फिलहाल केंद्रीय परिवहन एवं जहाजरानी मंत्री नितिन गडकरी सांसद हैं। वह आगामी चुनाव में भी यहीं से चुनाव लड़ सकते हैं। भाजपा के पूर्व सांसद नाना पटोले इस सीट पर कांग्रेस के टिकट पर गडकरी के खिलाफ चुनाव लड़ सकते हैं।
हां, भाजपा ने चुनाव जीतने के लिए मेरा इस्तेमाल कियाः अन्ना हजारे
हां, भाजपा ने 2014 में मेरा इस्तेमाल किया। हर कोई जानता है कि लोकपाल के लिए मेरा आंदोलन ही था जिसने भाजपा और आम आदमी पार्टी को सत्ता में पहुंचाया। लेकिन अब मैंने उनसे सब संबंध खत्म कर दिए हैं। 30 जनवरी से अपने गांव रालेगण-सिद्धि में भूख हड़ताल पर बैठे समाजसेवी अन्ना हजारे ने मीडिया को संबोधित करते हुए बात कही। अन्ना हजारे ने आगे कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व वाली सरकार केवल देश के लोगों को गुमराह कर रही है और देश को निरंकुशता की ओर अग्रसर कर रही है। केन्द्र के साथ ही महाराष्ट्र सरकार पर भी हमला बोलते हुए अन्ना ने कहा कि भाजपा की अगुवाई वाली महाराष्ट्र सरकार पिछले चार सालों से झूठ बोल रही थी। यह झूठ कब तक जारी रहेगा? राज्य सरकार का दावा है कि मेरी 90 प्रतिशत मांगें भी गलत हैं। इस सरकार ने देश के लोगों को निराश किया है।
समाजसेवी हजारे ने आगे कहा कि वह लोग जिनको 2011 और 2014 में उनके आंदोलन को लाभ हुआ, अब उन्होने इन मांगों से मुंह मोड़ लिया और पिछले पांच वर्षों में उन्हें लागू करने के लिए कुछ नहीं किया। अन्ना ने भाजपा की तरफ इशारा करते हुए कहा कि वह कहते रहते हैं कि केंद्र और राज्य सरकार के मंत्री आएंगे और मेरे साथ मुद्दों पर चर्चा करेंगे। लेकिन मैं उन्हें मना कर देता हूं क्योंकि इसेसे लोग भ्रमित होंगे। वह लोग पहले खुद निर्णय लें और मुझे लिखित रूप में सब कुछ दें क्योंकि मैने उनके आश्वासनों पर विश्वास खो दिया है।
मंत्रियों सहित मिलने पहुंचे मुख्यमंत्री फडणवीस
भूख हड़ताल पर बैठे अन्ना हजारे से मिलने मंगलवार को महाराष्ट्र के मुख्यमंत्री देवेंद्र फडणवीस, केंद्रीय कृषि मंत्री राधा मोहन सिंह और रक्षा राज्यमंत्री सुभाष भामरे उनके गांव रालेगन सिद्धी पहुंचे। इससे पहले भी राज्य सरकार के प्रतिनिधियों के साथ अन्ना की बैठक हुई थी। हालांकि, ये दोनो मुलाकातें बेअसर नजर आईं, क्योंकि अन्ना हजारे से साफ तौर पर कहा है कि वे अपनी भूख हड़ताल फिलहाल खत्म करने वाले नहीं हैं। अन्ना के आंदोलन पर राज्य के मुख्यमंत्री देवेंद्र फडणवीस ने कहा कि केंद्र और राज्य ने हजारे की मांगों पर सकारात्मक प्रतिक्रिया दी है। उनकी मांगों के अनुसार, हमने राज्य में लोकायुक्तों के कार्यान्वयन के लिए एक संयुक्त समिति नियुक्त की है। इसी प्रकार केंद्र ने भी लिखित में अपना आश्वासन दिया है। मुझे यकीन है कि वह महाराष्ट्र के लोगों की इच्छा का सम्मान करते हुए वे जल्द से जल्द अनशन खत्म करेंगे।
समर्थन में उतरीं शिवसेना-मनसे
इस बीच हजारे का समर्थन करते हुए शिवसेना ने कहा कि सरकार को एक बुजुर्ग इंसान के जीवन के साथ नहीं खिलवाड़ नहीं करना चाहिए। शिवसेना प्रमुख उद्धव ठाकरे ने एक बयान में कहा कि उपवास के बजाय, हजारे को भ्रष्टाचार के खिलाफ एक आंदोलन का नेतृत्व करना चाहिए और उनकी पार्टी पूरी ईमानदारी के साथ उनका समर्थन करेगी। उधर, मनसे भी हजारे के समर्थन में उतर आई है। मनसे प्रमुख राज ठाकरे ने सोमवार को हजारे से मुलाकात भी की। बैठक के बाद राज ने कहा कि हजारे को अपना उपवास खत्म कर देना चाहिए और इसके बजाय भाजपा सरकार को आड़े हाथ लेना चाहिए। उन्होंने कहा कि मैंने उनसे कहा कि इन लोगों के लिए अपनी जान जोखिम में न डालें।
महाराष्ट्र के मुख्यमंत्री फडणवीस ने प्रधानमंत्री मोदी को शेर और विपक्ष को बताया कुत्ते-बिल्ली
रविवार को महाराष्ट्र के मुख्यमंत्री देवेन्द्र फडणवीस ने रविवार को भाजपा युवा मोर्चा के एक कार्यक्रम में प्रधानमंत्री नरेन्द्र मोदी को जंगल का राजा बताते हुए विपक्ष की तुलना कुत्ते- बिल्ली से की। इसके साथ ही उन्होंने विपक्ष पर हमला करते हुए कहा कि भाजपा के खिलाफ जुटे विपक्ष में एक भी राष्ट्रीय स्तर का नेता नहीं है।
देवेन्द्र फडणवीस ने विपक्ष पर जोरदार हमला बोलता हुए कहा कि पीएम मोदी के खिलाफ प्रस्तावित गठबंधन के पास पीएम पद का उम्मीदवार नहीं है। वहां हर दिन एक नया प्रधानमंत्री उम्मीदवार होता है। यह लोग सिर्फ सत्ता के लिए साथ आए हैं। इनके पास देश के लिए कार्य करने की कोई योजना या इच्छाशक्ति नहीं है।
मोदी को बताया जंगल का राजा
फडणवीस का आगे विपक्ष पर हमला बोलते हुए कहा कि डीएमके के नेता एमके स्टालिन, बसपा सुप्रीमों मायावती, एनसीपी प्रमुख शरद पवार या फिर पश्चिम बंगाल की सीएम ममता बनर्जी ये सभी अपने राज्यों में नेता है। वहीं पीएम मोदी जहां भी जाते हैं लाखों लोगों को अपनी तरफ खींचते हैं। वहीं कुत्ते- बिल्ली सिर्फ अपने क्षेत्रों में राज करते हैं। मोदी जंगल के राजा हैं।
बजट की तारीफ करते हुए देवेन्द्र फडणवीस ने कार्यक्रम में कहा कि मोदी सरकार द्वारा पेश किए गए अंतरिम बजट गरीब, किसान और आम आदमी के हित के मुताबिक बनाया गया है।
Suspected Terrorist Busted in Mumbai by Maharashtra Anti-Terrorism Squad
Just after the nation celebrated Republic Day, another suspected terrorist, which might have links to ISIS, is arrested in Mumbai. The arrest was done from Mumbra suburb near Thane on Saturday. He was brought to Aurangabad court for a trial.
ATS is on an arresting-spree. On Wednesday last week, they arrested seven people and detained a minor for allegedly planning and plotting to carry out a chemical attack within the country. On 22nd January, ATS captured nine people from Mumbra and Aurangabad on suspicion of having ties with ISIS terrorist group.
The suspect is an MBA graduate named Talha alias Abu Bakar Hanif Potrik. He lives in Shil-Daighar in Mumbra. Police seized laptops, hard disks, tablets, pen drives and router from the accused.
The ATS had asked for the police custody till February 14 but the court has sanctioned the closure till February 5.
